There are certainly situations where WoH is useful. If you have a well established front-line that will be taking heavy damage, WoH does a good job of keeping everyone on their feet. One thing to remember though, if the player's health isn't below 50% you aren't getting any bonus healing out of WoH. If that's your situation most of the time, then you've wasted your elite skill because there are regular skills that will give you equivalent healing for the same amount of energy, and other elites that will work even better. There's also the issue that you can't self-heal with WoH, which usually means you have to bring some other skill along to keep your own health up.
Prior to Nightfall, it was rare to find me in a game where WoH wasn't on my monk's skillbar. Since Nightfall came out, I prefer LoD as my elite. For healing individual players I usually bring Ethereal Light, which heals about as well as WoH when the target is above 50% health.
Another thing to keep in mind is, "Why would someone be at 50% health anyway?" Either that one player got spiked and everyone else is fine, in which case you can afford a couple regular heals to get them back in the action. Or the player is a dufus, in which case they deserve what they get. Or, the player got spiked and everyone else is NOT fine. And it's this last case where LoD really shines, since you can punch it a couple of times and quickly get the whole party out of danger. Add to this that the devine favor bonus is always applied to the caster, and it ends up being a decent self-heal as well.
